Pages only • personal profile streaming is not available to third-party apps, and a Page broadcast is always public: Facebook refuses an unpublished live video, so a broadcast set to private cannot include a Page. Publishing needs pages_manage_posts, pages_read_engagement and publish_video enabled on the Meta app; App Review is needed only to open it to people other than the app's own admins.
